Suffolk, and Rockland. Ban windows are derived from each municipality's
normalized ordinance phases (the prohibition phase in effect today) and
have been reviewed against the source ordinance text. A municipality whose
only current rule is a noise-decibel cap or operating-hours limit (rather
than a seasonal or year-round prohibition on gas-blower use) is shown as
having no operator ban here, even where other noise rules apply. Westchester
data is additionally cross-checked against the
